SWCD honors Oscar Sapp as 2010 Conservation Farmer of the Year

Oscar Sapp was selected by New Madrid County SWCD (Soil & Water Conservation District) as this year’s New Madrid County’s Conservation Farmer of the Year. Sapp began his career in 1968 with 440 acres and today he and his son Ellis farm 2,759 acres of corn, cotton, soybeans and rice in the Parma area.  When not farming, he serves as a very active leader in his community, according to SWCD chairman Kevin Carlisle who introduced Sapp at the annual dinner this past Thursday. He is an Alderman for the City of Parma, serves on the New Madrid County Ambulance Board and also serves on the District 28 Drainage Board.  He is the treasurer for the United Methodist Church in Parma, a certified lay speaker and a Sunday school superintendent.  He is also active in the Gideons International. Oscar and his wife Donna, a retired elementary school teacher, enjoy spending time with their three other children, Keith Sapp, Mary Pearson and Misty Cappollupo. They also enjoy time with their six grandchildren. Sapp was chosen for the honor because of his dedication to preserving our natural resources. He has always been a good steward of the land and is involved with the CSP program and has installed many wildlife practices in the past several years. He has also participated in the state cost share program by installing drop pipe structures which help control soil erosion.

AGRICULTURE SECRETARY VILSACK ANNOUNCES $62.5 MILLION FOR RENEWABLE ENERGY AND ENERGY EFFICIENCY LOANS AND GRANTS

“Missouri Receives 13 Grants for $487,334”

Agriculture Secretary Tom Vilsack announced that the department is providing $62.5 million in loans and grants for 705 renewable energy and energy efficiency projects in 45 states and Puerto Rico under the Rural Energy for America Program (REAP), an important initiative to help rebuild and revitalize rural America.

"President Obama and I are committed to helping rural businesses become more energy efficient - it's good for the economy, good for the environment, and good for the workers and customers who depend on the goods and services these businesses provide," Vilsack said. "While the REAP grants will continue to provide an important jump start to a clean, renewable energy future, Congress must act to pass comprehensive energy and climate legislation to create the green jobs our economy needs and get our nation on the path to being truly energy independent."

Renewable energy funding from USDA has helped many rural businesses in Missouri.  For example, Mid Missouri Truck & Trailer in Mexico, will use a $9,406 USDA grant to assist with improvements to their facilities by installing a renewable energy geothermal heating and cooling system.  At the current time, they have no air system in place.  This will allow for a more efficient comfort zone to the employees to more efficiently work on handling parts and servicing repairs on semi-trucks and trailers, as well as ag-related equipment to their rural clientele.

In Jefferson City,  Menu Maker Foods, Inc. has been selected for a $12,458 grant to install energy efficient lighting.  This project will assist Menu Maker Foods with making energy-efficiency improvements to their distribution facility by replacing an existing lighting system with a higher efficiency system which will result in less energy usage.

The Evergreen Institute, LLC in Gerald, received a $5,701 Rural Development grant to assist the Evergreen Institute with the purchase of a 3.1 kW solar electric system to be used on a seasonally adjustable ground-mounted rack that will provide 90% of the electrical needs for their office building. 

Poultry operations benefiting with energy efficiency improvements include: Flat Creek Farms of Pettis County, Inc. $158,459; Double H Poultry, LLC of Sedalia $93,747; and Keith Haslag of Sedalia, $20,000.  These grants will help to finance new insulation, siding, radiant heaters, fan cones, shutters, brood curtains, controllers, vent doors and cooling systems in broiler grower houses to reduce the energy costs and provide for a more efficient operation.  Dirnberger Poultry Inc. in Benton, will receive $50,000 and Gary Goostree in Rocky Comfort $18,912, in grant funds to assist with financing biomass furnaces for poultry houses and substantially reduce the farm’s annual propane usage.

In addition, the following recipients will use grant funds for improvements to high efficiency grain drying operations that will reduce the amount of fuel and energy used in producing a marketable product and feed:  Burke Land Company in Charleston, $49,874;  CCR Farms, LLC in Laddonia, $18,874; David Norton in Plattsburg, $17,690; Marlin Meyer in Ravenwood, $15,420 and Kenneth Mizer in Marshall, $16,793.

REAP loan guarantees and grants can be used for renewable energy systems, energy efficiency improvements, feasibility studies and energy audits. More information on the REAP program, which was authorized under the 2008 Farm Bill, is at: www.rurdev.usda.gov/rbs/farmbill/index.html.

 Funding of each recipient is contingent upon the recipient meeting the conditions of the grant agreement.

Allen Zell Honored at City Council Meeting

Tuesday evening September 9th at the September City Council meeting, in addition to normal business, the council made a special presentation.  The Presentation was a plaque awarded to Allen Zell on behalf of the Council and the Fire Department.  The award was for service, past and present, on the fire Department and to the City of Parma, including ticket sales.  At the annual Fourth of July picnic, Allen sold approximately $400.00 worth of tickets.  Presenting this award was Mayor Randall Ramsey, Aldermen Oscar Sapp, Steve Lewis, Barry Aycock, Fire Chief Chris, Blackburn and firefighter Gary Kinsey.

PARMA -- Amanda Thatch, 90, died Aug. 20, 2008, at the Golden Living Center in New Madrid.

Born Sept. 12, 1917, in Mississippi, to the late Melvin and Georgia Sain Walker, she lived in Missouri for over 60 years. She was a member of Mt. Calvary Missionary Baptist Church in Parma where she served as a Sunday school teacher and was on the Mother's Board and Senior Choir. She was also a member of many other gospel singing groups.

She married Ezell Thatch who preceded her in death.

She was also preceded in death by two sons, Charles Edward Thatch and Ezell Thatch Jr.; and two brothers, Fred Walker and Melvin Charles Walker.

Survivors include: one son, Louis Robert Lee Thatch of Savoy, Ill.; four daughters and a son-in-law, Faye and Tommy Wells of New Madrid, Barbara Robinson of Denton, Texas, Mary Thatch of Cape Girardeau and Dianna Tillman of Parma; and 16 grandchildren, 22 great-grandchildren and two great-great-grandchildren.

Visitation is scheduled from 1 p.m. until time of services at 2 p.m. Saturday at the Parma Community Center. The Rev. Floyd Wade will officiate.

Burial will follow in the Macedonia Cemetery in Malden.

Williams Funeral Home of Howardville is in charge of arrangements.

Parma Methodist Church performs Pantomime  presentation of Good Friday

The Parma United Methodist Church observed Good Friday with a song service both congregational and special music.  This was followed by a Pantomime by Mrs. Mary (Sapp) Pearson.  She made a wonderful performance pantomiming a man taking his children to Jerusalem.  While there they saw the crowds, the trial and crucifixion of Jesus.  Wonderful performance.

Mary also performed this Pantomime at the First Baptist Church for Easter. They were also thrilled at the performance.

USDA RURAL DEVELOPMENT PROVIDES $512,874 TO THE CITY OF PARMA

 USDA RURAL DEVELOPMENT PROVIDES $512,874 TO THE CITY OF PARMA

 On Wednesday, January 16, 2008, Anita J. “Janie” Dunning, Missouri Rural Development Acting State Director, joined local Rural Development staff in presenting a $512,874 Mock Check to the City of Parma.  The funds provided will help to improve the health and safety of the residents of Parma by improving the water system, adding a new police vehicle and installing a warning siren.

 Rural Development approved a loan for the City of Parma in the amount of $490,000 to upgrade the City’s water treatment plant and distribution system.  Improvements will include new aeration and sedimentation systems and new distribution lines serving 321 users.  The remaining $22,874 was awarded to the City in the form of grants from Rural Development.  A new police car will be purchased with $10,312 of the grant funds and $12,562 will be used to purchase a storm siren to replace the current, deteriorating siren.

 “We are very pleased with the support provided by the local Rural Development personnel to address our community needs. These proposed projects will give us the ability to enhance our existing resources to provide a better community to our residents who call Parma ‘home’,” said Parma Mayor Randall Ramsey.

 The funding for the City of Parma is provided through USDA Rural Development's Water and Waste Program and the Community Facilities (CF) Program.  The Water and Waste program provides loans, grants and loan guarantees for drinking water, sanitary sewer, solid waste and storm drainage facilities in rural areas, cities and towns of 10,000 or less.   In addition to warning sirens and police cars, the CF loan and grant program also provides funding to help rural communities finance essential community facilities, health services, and the purchase of equipment which will provide vital services to rural residents.  Some examples include financing an ambulance, firefighting equipment, fire trucks, jaws-of-life, rescue vehicle, 911 dispatch center, justice center, abuse center, public safety building, medical clinics and hospitals.

 "This kind of assistance mirrors USDA Rural Development’s mission and being committed to the future of rural communities,” said Dunning.  “Appreciation is extended to our Federal elected officials for supporting USDA Rural Development.  They have been strong proponents for the necessary funding for essential services for rural Missourians.”

Parma Resident's Take Care of their Own

Bill Morgan (Dixie Gas Co.) years ago hired Mike to deliver Gas to Homes and Businesses. Mike and his brother continued to work with Lance in our company over the years.

Mike has always given the extra time to help others and now his family could use support and prayers.

On May 15, 2007 Millie and her sister were involved in a car accident. Not only has Milie endured heart surgery in April 2007 and the lose of her Mother on May 8, 2007 but now she is in the hospital awaiting back surgery. She is in St Louis University as they will be putting a steel rod in her back. 

Gas is really high now and driving back and forth to the hosp. in St. Louis from Parma; Food, Lodging, etc., will be very expensive.

A Ham and Bean dinner is scheduled for Friday June 8 from 5 p.m. to 8 p.m. in honor of Mike and Millie Cullum. Plates will include ham and bean dinner, dessert and drink for $5.00. It will be at the Parma Community Building. All proceeds (100%) raised will be given to Mike and Millie. Plates can be purchased at the door if you are unable to buy a ticket.

Mahan Gin Co. Office burned

    The office building of the Mahan Gin Co. burned August 30 morning at about 4 a.m.   The pickup shown below to the right of the building was the cause of the fire - it was parked under the breezeway and caught on fire.  The fire then spread to the building.

    In talking with Mrs. Kim Hampton, she had wonderful accolades for the Parma Fire Department because of their great job of fighting and extinguishing the fire.  They were very timely and very brave in getting the fire put out as rapidly as possible.
    She said that they definitely will be replacing the building but may have to wait till after the cotton season is over now.

Parma Among Cities to Receive State Grant

As reported in the Delta News Citizen on November 2, 2005, Governor Matt Blunt has announced the approval of state grants totaling nearly $1.7 million that will help improve water distribution systems in Parma, Schell city and Washington County, as well as the public wastewater system in Newburg.

The Missouri Department of Economic Development approved applications from the cities and county through its Community Development Block Gran t Program.

"Adequate and safe public infrastructure must be in place of we are to ensure Missouri communities offer the best quality of life and are will prepared to attract new economic opportunities and jobs." Blunt said. "I am pleased the state is able to provide financial assistance to help these communities improver or implement public water or sewer systems."

The city of Parma received a $500,000 CDBG water grant to construct a new water treatment system that will replace the current deterioration 40-year-old system.  The new system will consist of a pressure filtration system, upgrades to the chemical feed system, two new filter pumps, automatic valves and control upgrades, monitoring and control equipment , as well as the installation of new six-inch water mains, security fencing, rehabilitation of the existing elevated storage tank and modification of the back-up generator.

Dell Consulting of Campbell was the grant writer and administrator of this project. Smith and Company of Poplar Bluff prepared the engineering.

State funds will be released to the city of Parma as certain requirements set forth by the CDBG program are met.  The program provides economic development grants and loans funds to cities with population under 50,000 and counties under 200,000.  Water and wastewater grants help fund construction related to water treatment and distribution, or sewer treatment and collection for publicly-owned system.

The New Fire Truck Arrives

The residents of Parma have a new Fire Truck. The truck is a Freightliner with a Rosenbauer custom built fire equipment chassis. Both Freightliner and Rosenbauer brands are # 1 in their field. The Fire Truck has a cost of $125,000.00 The current Fire Truck will be kept in service and will be used as a backup to the new Truck. In Parma's history, this will be the third Fire Truck and the Fourth Fire vehicle.

A fun time is always enjoyed when Modern Woodmen of America members and their guests gather at the Tom Zorbas' Grecian Steak House at Sikeston, MO, the 4th Monday of each month.

    Mrs. George Husted (Sidney) walked away with the monthly door prize, a Melitta Take 2, Dual Travel Mug Coffee Maker.  George and Sidney have been very active in the Gideons where he is the Chairman of the Dexter Camp U24012, also the Modern Woodmen of America.

Ryan's Changes Hands

Tom Ryan, who rebuilt his store in 2002 after a fire destroyed it, has sold it to Mr. Glenn Wilburn of Sikeston.  Mr. Welburn is putting in a full line of groceries at discount prices and will now be stocking fresh meat as well as the great BBQ.  He will continue the great chili and the regular sandwiches, BBQ and other chow for lunch time.

New Flag pole in front of AgXplore

Past members of the Parma VFW helped put up a flagpole at the AgXplore business.  Here they are putting the flag up for the first time.  Barry Aycock (owner) is putting it up, one of his assistants watching and the three VFW members who helped order and install the pole.  The three VFW members are the ones saluting:  L-R Tom Womack, Smokie Johnson and Raymond Dickerson, the main leaders of Parma VFW Post #9359.


NEW MADRID COUNTY AMBULANCE

DISTRICT - PARMA #3

The New Madrid County Ambulance held an open house at the Parma Ambulance building from 2:00 p.m. to 4:00 p.m. Sunday afternoon November 7th. The purpose was to give the community an opportunity to visit their newly constructed facility. This will allow the City of Parma to move into our old spaces and for the City to expand the Fire Department facility. The ambulance service now has a building where the team members can be housed 24 hours a day if needed.

The building is located on West Main in Parma and gives direct access to all of the areas which the ambulance covers. The new building is approximately 2,500 square feet.

The ambulance District was founded in April 1978. Two of the Board members, Mr. Harold Hayes and Mr. Albert Sisson are original board members. Other members are Mr. Bill Nance, Mr. Vernon “Smokey” Johnson, Mrs. Courtney Boone and Mr. Mark Rennier, and the county Coordinators Mr. Ralph Barnewell, and the Parma Crew Chief is Mrs. Amelia Denson. Parma has a crew of 10 members made up of both EMT’s and Paramedics, two of which are on duty 24 hours a day. This building is a place everyone can be proud of.

Parma Fire Department and Chili supper with award ceremony

The Parma Fire Department put on a fund raising Chili Supper from 5-7 p.m., Friday, February 21st at the Parma Community Center.  The dinner was well attended and very tasty, with the choices of home-made chili or home-made beef stew.  After the supper, the crew gathered around Allen Zell, and Fire Chief Chris Blackburn presented an awards plaque to Allen Zell for his consistent and dedicated efforts in being the top ticket salesman of the team.



New QMI Office Building under construction

QMI is continuing to expand both in size and in outreach.  The new office building under construction will house the entire sales and accounting offices.  It will replace the smaller office building on the right side of the photo.  QMI operates within a thirty mile radius of Parma.  The expected moving date is June of 2004.

"Ryan's" is back in Parma

Tom Ryan has worked really hard to get "Ryan's Food Mart" back in business at the same location where it was destroyed by a disastrous fire in 2001: 200 East Main St. in Parma.   Tom opened the store on Monday, September 16, 2002.
The shelves are stocked really well with everything and he has his wonderful BBQ going.  Simply scrumptious!
Look at that wonderful Bar-B-Que!  It is definitely delicious! The shelves are really well stocked and ready for us to go shopping.
A very nice dinning area to eat and visit. The checkout counter is beautiful, especially with a bouquet from the City of Parma.

Parma Church of God is expanding

   
The Church of God is constructing a large annex to their building which will house kitchen, dinning facilities and their new Fellowship Hall. The old Fellowship Hall will be turned into class rooms.

There is a new, large 70' scales being installed at the Mahan Gin by Allen Hampton.  It will be able to handle almost any size load.
